We are glad to present this special number of Revista Notandum Libro 9, bringing the Dossier Kelman, presented to UNESCO on July 28th, 2006 as the nomination of Dr. Herbert C. Kelman, the Richard Clarke Cabot Professor of Social Ethics, Emeritus, Harvard University, to the UNESCO-Madanjeet Singh Prize for the promotion of tolerance and non-violence. He was awarded with the Honorable Mention of the Prize, in the Award Ceremony on November 11th 2006, in UNESCO Headquarters, Paris. Herbert Kelman is a Holocaust survivor, having, since the years 1940's, large engagement in United States' civil rights movement, and also in defense and protection of human rights and action in favour of peace, besides to be a respected scholar-practitioner dedicated to the process of peace building in the Middle East.
 
The UNESCO-Madanjeet Singh Prize for the promotion of tolerance and non-violence  was created in 1995, having the propose to award institutions, organizations and persons which, by means of their activities, had promoted the spirit of tolerance and non-violence in the fields of science, arts, culture, education or communication. The Prize was created to mark the 125th birthday anniversary of Mahatma Gandhi. Its periodicity is biannual, being awarded in the International Day of Tolerance, November 16th. The funds for the Prize are from Ambassador Madanjeet Singh's donation. 

Professor Kelman's own merits would make such a Libro a relevant publication itself; however in addition we are also glad to mention that Herbert Kelman's nomination was presented by professor Roseli Fischmann, a member of the Notandum Editorial Board. Since 1994 she has collaborated with UNESCO, Organization which invited her to join its activities in different occasions. Particularly related to tolerance, diversity, human rights education and education for peace, themes to which her dedication has been applied since the 1980s, Dr. Fischmann has brought to USP the possibility to associate the name of the university to important international initiatives in favor of Human and Social Sciences, Education and NGOs, all of them having important impact within the society, in national and international level. She also was Visiting Scholar at Harvard for two academic years, researching closely with Dr. Kelman, learning about his methods and all the value of his work and person.
 
When receiving the honorable invitation to present a nomination to the UNESCO-Madanjeet Singh Prize, Dr. Fischmann realized it could be a way to honor Dr. Kelman, as he deserved. The documentation presented in the next pages is the same evaluated by the International Jury of the Prize, in September 2006, in Paris, among other 50 candidatures or so. We made a choice of presenting the documents in English, the language in which they were originally presented to UNESCO and some complementary information.

In doing this, we hope to be able to collaborate in the dissemination of a remarkable example to scientists, human rights activitists, and all those who car about human dignity and peace.

É com satisfação que apresentamos este número especial Libro 9, da Revista Notandum, trazendo o Dossiê Kelman, apresentado à UNESCO em 28 de julho de 2006 a candidatura do Professor Emérito da Universidade Harvard Herbert C. Kelman ao Prêmio UNESCO-Madanjeet Singh para a Promoção da Tolerância e Não-Violência, tendo ele sido agraciado com a Menção Honrosa do Prêmio, em cerimônia realizada em 11 de novembro de 2006.

O Prêmio UNESCO-Madanjeet Singh para a Promoção da Tolerância e Não-Violência foi criado em 1995, com o propósito de premiar instituições, organizações e pessoas que, por meio de suas atividades, tenham promovido o espírito de tolerância e não-violência no campo da ciência, das artes, da cultura, da educação ou da comunicação. O Prêmio foi criado para marcar o 125º aniversário de nascimento do Mahatma Gandhi. Com periodicidade bienal, o prêmio é outorgado no Dia Internacional da Tolerância, 16 de novembro, do respectivo ano. Os fundos para o Prêmio são uma doação do Embaixador Madanjeet Singh. Além do grande mérito e exemplo que é o Professor Kelman, que por si tornariam este Libro uma publicação relevante, temos a satisfação de registrar que sua nomeação para o Prêmio foi feita pela professora Roseli Fischmann, membro do Comitê Editorial da Notandum que desde 1994 vem colaborando com a UNESCO que a convidou a participar de diferentes atividades, em diferentes ocasiões, sempre com docente da USP a oferecer sua cooperação, em bases voluntárias. Notadamente no tema da tolerância, diversidade, educação em direitos humanos e educação para paz, a professora Roseli tem trazido para a USP a possibilidade de associar o nome da universidade a relevantes iniciativas internacionais em prol das ciências humanas e sociais, bem como da educação, com repercussão direta na sociedade, em nível nacional e internacional.  

Desta feita, ao receber o honroso convite para indicar um nome ao Prêmio UNESCO-Madanjeet Singh, encontrou a possibilidade de levar avante uma merecida homenagem ao professor Herbert C. Kelman, da Harvard University, com quem ali trabalhou por dois anos como visiting scholar. Kelman é um sobrevivente do Holocausto, com larga atuação nos Estados Unidos na conquista dos direitos civis, na defesa e proteção dos direitos humanos e de ideais pacifistas, além de scholar dedicado à construção da paz no Oriente Médio. Os documentos apresentados a seguir são os mesmos analisados pelo Júri Internacional do Prêmio em setembro de 2006, em Paris, sendo nossa escolha apresentá-los no idioma em que foram originalmente escritos para a UNESCO.

Esperamos, com isso, colaborar na disseminação de um exemplo notável para os cientistas, os ativistas dos direitos humanos e todos os que prezam a dignidade humana e a paz.
